 LANS BOARD OF GOVERNORS
Los Alamos National Security, LLC (LANS) is managed by a Board of
Governors; a group of key scientific, academic, national security and
business leaders from the LANS parent companies. The Board of Governors
is the conduit through which the LANS parent companies provide oversight
of the Laboratory and promote consolidation, cooperation, and
communication across the national laboratory system.
The Board was created to provide oversight to the Laboratory and ensure
LANS delivers the best combination of scientific research and
development, business management and operations, national security and
nuclear safety in support of Los Alamos National Laboratory's missions. The Board's governance model relies on strong committees that oversee key LANL functional areas and focus on delivering value to the Laboratory and NNSA. Board members and prominent national leaders serve on and lead these committees. In addition, the committees routinely contribute sound and valuable counsel to the Laboratory's managment team, working with the managers as they develop business strategies and opportunities and resolve complex management and operational issues. The seven Committees, a charter statement about each and how often they meet is listed below:
- Business and Operations
- The LANS Business and Operations Committee (LANS B&O) addresses the effectiveness of systems, processes, procedures, and tools of the Laboratory’s infrastructure and business management and operations to instill and maintain best practices throughout the Laboratory. Its function covers all areas of responsibilities under Laboratory and Business Operations organizations, including Operations, ESH&Q, Business Services, Project Management, Facilities, Finance, Contractor Assurance and Environmental Management. The Committee meets 3-4 times per year or at the call of the Chair. The Committee Chair provides a report on Committee activities to the Board of Governors at its meetings, and the Committee provides an annual report to the Board of Governors.
- Ethics and Audit
- The LANS Ethics & Audit Committee’s (LANS E&A) role is to oversee processes around the integrity of the financial reporting and oversight of compliance with Laboratory policies for ethical practices and conducting business. The Committee meets at least 3 times per year or at the call of the Chair. The Chair provides a report on Committee activities to the Board at its meetings, and the Committee also provides an annual report.
- Mission
- The LANS Mission Committee serves in an advisory role to the LANS Board of Governors with a goal of examining current and future issues, concerns, and progress related to the Nation’s security and evaluating how the Laboratory’s strategic plans, initiatives, core competencies and performance address those needs. The Committee meets 3-4 times per year or at the call of the Chair. The Committee provides an annual report to the Board of Governors, and the Chair briefs the Board of Governors on the Committee’s activities as appropriate.
- Nominations and Compensation
- The LANS Nominations and Compensation Committee (LANS N&C )serves in an advisory role to the LANS Board of Governors relative to appointment, performance goals and evaluation, compensation, and replacements of Key Personnel and other personnel designated by the Executive Committee. In addition, the Committee advises the Board on the bi-annual Relative Benefit Value Index (RBVI) evaluation, annual Cost Comparison evaluation, and annual Compensation Increase Plan. The Committee meets 2-3 times per year or at the call of the Chair. The Committee Chair provides a report on Committee activities to the Board of Governors at its meetings, and the Committee also provides an annual report to the Board of Governors.
- Nuclear Weapons Complex Integration
- The LANS NWC Integration Committee (LANS NWC-IC) serves in an advisory role to the LANS Board of Governors and provides oversight and advice to the LANS Member of the NWC-Integration Steering Committee with a goal of achieving a more agile, flexible, and efficient complex as defined by NNSA. The Committee meets 3-4 times per year and provides a report on Committee activities to the Board of Governors and the NWC-ISC LANS Member after each committee meeting. The Committee provides an annual report to the Board of Governors.
- Safeguards and Security
- The LANS Safeguards and Securities (LANS S&S) Committee serves in an advisory capacity to the LANS Board of Governors. The Committee oversees matters related to all aspects of safeguards and security at the Laboratory. The focus is on current issues and future trends and progress related to the institutionalization and implementation of policies and procedures. In determining the effectiveness of Laboratory Security, the Committee assesses appropriate areas of the Laboratory and utilizes independent assessments. Areas of oversight include cyber security, counter intelligence, personnel and physical security, security program management, material control and accountability, classified matter protection and control, and security systems. The Committee meets 3 to 4 times per year or at the call of the Chair or as necessitated by events or LANL management request. The Committee Chair provides a report on Committee activities to the Board of Governors at its meetings and the Committee provides an annual report to the Board of Governors.
- Science and Technology
- The LANS Science & Technology (LANS S&T) Committee serves in an advisory role to the LANS Board of Governors with a goal of assisting the Board of Governors in its oversight responsibilities by conducting evaluations, measuring performance, and making recommendations in the Science and Technology area. The Committee meets 2-4 times per year or at the call of the Chair. The Committee provides an annual report to the Board of Governors, and the Chair briefs the Board of Governors on the Committee’s activities as appropriate.
Norman J. Pattiz serves as chairman of the Board and J. Scott Ogilvie is
the vice chair. Other members of the Board Executive Committee are: S.
Robert Cochran, Bruce B. Darling, William R. Frazer, and Craig D. Weaver. There
are five independent advisory governors: Sidney Drell, Richard W.Mies,
Nicholas G.Moore, William J.Perry and Nick Salazar and also four Advisory
Members: Steven V.W. Beckwith, Tom Gioconda, Bruce Varner and David Walker.

Chairman
Norman J. Pattiz is the founder and Chairman of Westwood One. Westwood One is the radio home of CBS News, NBC News, CNN, Metro Traffic, NFL, NCAA and the Olympic Games, plus numerous talk and entertainment programs. As a Regent of the University of California, he serves as the Chairman of the Board of the Los Alamos and Lawrence Livermore National Security Laboratories. In 2000 and again in 2002, Pattiz was appointed by Presidents Clinton and Bush and confirmed by the U.S. Senate to serve on the Broadcasting Board of Governors (BBG) of the United States of America. Pattiz is heavily involved in local civic and philanthropic activities. He has been the recipient of numerous professional and civic awards including the Distinguished Education Service Award, The Freedom of Speech Award, numerous Broadcaster of the Year Awards and was most recently inducted into the National Radio Hall of Fame.

Vice
Chairman
J. Scott Ogilvie is president of
Bechtel Systems & Infrastructure, Inc. He
also serves as vice chair on the Board of
Governors at Los Alamos National Security.
He served as president of Bechtel Power from
2001-2007, where he was responsible for four
major divisions. He serves on the Board of
Directors of Bechtel Group, Inc. (BGI) and
on the BGI Audit Committee. He also serves
on the Accenture Energy Advisory Board, the
US Energy Association Board of Directors,
and the University of Maryland School of
Engineering Board of Visitors.

S. Robert Cochran is president of Babcock &
Wilcox Technical Services Group, Inc. an
operating group of The Babcock & Wilcox
Company. As President, Mr. Cochran has the
responsibility of overseeing the operations
of the business associated with government
entities, including the U.S. Department of
Energy. Prior to his current position, Mr.
Cochran served as President of BWXT
Services, Inc. Cochran joined B&W in 2005 as
Vice President of Sales, Development and
Business Management, responsible for
coordinating the business and strategic
development programs within BWXT and
overseeing the Washington, D.C. operations
office.
Bruce B. Darling is Executive Vice
President of the University of California.
Bruce is responsible for the University's
management oversight of the Lawrence
Berkeley National Laboratory, the Lawrence
Livermore National Laboratory and the Los
Alamos National Laboratory. Bruce serves as
a University representative on the the
Boards of Governors of Los Alamos National
Security, LLC and Lawrence Livermore
National Security, LLC, as well as on the
Lawrence Berkeley National Laboratory
Advisory Board.
William R. Frazer is senior vice
president, emeritus of the University of
California and professor of physics
emeritus, UC Berkeley. He is a member of the
Board of Trustees of the American University
of Armenia, and chairs the external advisory
panel for the UC-Caltech Thirty-Meter
Telescope project. From 1981 to 1991 he was
provost of UC's campus system. In addition
to academic planning for and admissions to
the University, his responsibilities
included oversight of the scientific
programs of the Los Alamos, Livermore, and
Berkeley national laboratories.
Craig D. Weaver is executive vice
president and manager of strategy, marketing
and business development for Bechtel Systems
and Infrastructure, Inc. In addition, he
serves on the board of managers for several
companies that manage and operate Department
of Energy sites, including BWXT Y-12, LLC;
Bechtel BWXT Idaho, LLC and Savannah River
Remediation LLC. |

Sidney Drell is a senior fellow at
the Hoover Institution and professor of
theoretical physics (emeritus) at the
Stanford Linear Accelerator Center (SLAC),
Stanford University. Drell, who served as
SLAC's deputy director until retiring in
1998, has been active as an adviser to the
executive and legislative branches of
government on national security and defense
technical issues. He is a founding member of
JASON, a group of academic scientists who
consult for the government on issues of
national importance.
Richard W. Mies is an independent
consultant and the president and chief
executive officer of The Mies Group, LTD. A
nuclear submariner, Admiral Mies completed a
distinguished 35-year career in the US Navy
and is a former commander of US Strategic
Command. He previously served as a senior
vice president of Science Applications
International Corporation (SAIC), a high
technology research and engineering company,
and as the president and chief executive
officer of Hicks and Associates, a
subsidiary of SAIC.
Nicholas G. Moore is the recently
retired global chairman of
PricewaterhouseCoopers, the professional
services firm formed in July 1998 by the
merger of Coopers & Lybrand LLP and Price
Waterhouse. Moore served as
chairman of Coopers & Lybrand International
as well as chairman and CEO of Coopers &
Lybrand LLP (the U.S. firm). Following the
merger, he served for two years as chief executive officer
of the U.S. firm of PricewaterhouseCoopers
and for three years as global chairman of
PwC.
William J. Perry, is the Michael and
Barbara Berberian Professor at Stanford
University, with a joint appointment in the
School of Engineering and the Freeman Spogli
Institute for International Studies, where
he is co-director of the Preventive Defense
Project at Stanford University. Perry was
the 19th U.S. Secretary of Defense, serving
from February 1994 to January 1997. His
previous government experience was as deputy
secretary of defense (1993-94) and
undersecretary of defense for research and
engineering (1977-81).
Nick Salazar is the New Mexico
State Representative for District 40. He
represents the Northern New Mexico counties
of Mora, Rio Arriba, San Miguel, Santa Fe,
and Taos. For the legislative permanent
committees, Nick is Chair of Rules & Order
of Business, Vice-Chair of Energy & National
Resources and a member of Appropriations &
Finance. For the legislative interim
committees, Nick is Co-Chair of Legislative
Ethics and a member of the following
committees: Indian Affairs, LANL Oversight,
LANL Material & Waste Management,
Legislative Finance, Science & Technology,
and Welfare Reform Oversight. Nick has
provided his expertise as a legislative
representative since 1973. |

Steven V.W. Beckwith is the Vice President for Research and Graduate Studies at the University of California in the Office of the President, responsible for research policies, intellectual property, and research investment for the ten-campus UC system, and a Professor of Astronomy at UC Berkeley. Trained in engineering, physics, and astrophysics, he has been the Director of two national observatories, the Max-Planck-Institute for Astronomy that operated the German National Observatory, and the Space Telescope Science Institute that ran the science program for the Hubble Space Telescope. He has carried out a wide spectrum of research in astrophysics during his 30-year career, winning international awards for his work. He is a member of the American Academy of Arts & Sciences and a Fellow of the American Association for the Advancement of Science.
Tom Gioconda is the Vice President
and Manager for Government Programs, Bechtel
National, Inc., Washington, DC. He is
responsible for BNI's business development
and operation activities with the Department
of Defense, the Department of Energy's
National Nuclear Security Administration,
and other U.S. government market sectors.
Gioconda served as the Transition Manager
for both the Los Alamos (2006) and Lawrence Livermore
(2007) National Laboratories for their
individual 6 month contract turnovers, as
well as contract transition manager for
Bechtel work at the Reagan Test Center on
the Kwajalein Atoll (Marshall Islands).
Bruce D. Varner is a Regent for the University of California and is partner with Varner & Brandt LLP. He practices in the areas of general business and corporate and transactional law. He is active in many civic and volunteer associations, including the President’s Advancement Council of California State University, San Bernardino; member of the San Bernardino County Sheriff’s Council; and member of the UC Riverside Foundation Board of Trustees.
David Walker is president of
Bechtel National, Inc. He has over 35 years
experience working in several of Bechtel's
engineering and construction businesses and
managing its power operations in Latin
America, Europe, Africa and the Middle East.
He also served as president of the global
fossil fuel power business line. |
